Meet Steven Rhyne

Steven Rhyne is a dedicated public servant with over 21 years of law enforcement experience and more than two decades of military service. His career has spanned a wide range of roles from K-9 Deputy, Animal Services, and Court Bailiff to Detention Officer, School Resource Officer, and Lake Patrol. He also serves as a FAA-certified drone pilot with the Sheriff’s Office Special Operations Division, bringing advanced tools and training to public safety in our region.

Steven has proudly served our country in the U.S. Army for 21+ years, beginning as a Combat Engineer and now serving as a Civil Affairs Noncommissioned Officer. His deployments include multiple overseas missions:

  • Afghanistan (2005–2006, 2009–2010)

  • Germany (2019–2020)

  • Bahrain (2023–2024)

He holds distinguished badges including Airborne, Air Assault, Combat Action, and the Navy Coxswain badge, recognizing his versatile and cross-branch training. Steven also maintains an active Top Secret security clearance, a testament to the trust placed in his judgment, integrity, and operational readiness. He currently serves at the rank of Sergeant First Class, continuing his commitment to excellence in every mission he takes on.

When the uniform comes off, Steven is a proud father, a loving husband, and a devoted family man. He and his wife Julie have built a life rooted in love and unwavering support. His son is one of his greatest sources of pride and purpose, reminding him daily why service and integrity matter. Their home is full of warmth, laughter, and a couple of rowdy dogs that keep things interesting. For Steven, family isn’t just his foundation, it’s his why.

With his extensive background in law enforcement, military leadership, and public service, Steven brings a no-nonsense, mission-focused mindset to every role he takes on. Now, he’s ready to serve Lowell in a new way, by representing the people on City Council.
